Until about 1830, the provision of education was an informal local matter. 7 The Catholic college-seminary, like early Protestant schools such as Harvard and Princeton, emerged during the colonial period. The collegeseminary gave rise to three modem institutions: the seminary to prepare men for the priesthood, the liberal arts college, and the secondary school for boys. Also appearing during the colonial period was the girls' academy. These institutions were sponsored by individual female religious orders, initially from Europe and then in the nineteenth century increasingly from America.

In 1919, the bishops formed an education department within the National Catholic Welfare Council to present official Church positions on matters of educational policy and more generally to represent the interests of Catholic schools to the public.
