Several parties have made it more difficult for incumbents by adding hurdles in the path to reselection. In these cases, the incumbent has different candidacy requirements to new aspirants. For example, in India the Congress Party’s Central Elections Committee decided in both 1957 and 1962 that one-third of its incumbents should be replaced (Graham 1986).
